O protagonismo dessa forma de produ\u00e7\u00e3o energ\u00e9tica na crise clim\u00e1tica leva pesquisadores ao redor do mundo a buscarem alternativas mais sustent\u00e1veis, como os biocombust\u00edveis.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Na Universidade Federal de Uberl\u00e2ndia (UFU), a pesquisadora Raquel Cunha, do Direito, dedicou seu doutorado no Programa de P\u00f3s-Gradua\u00e7\u00e3o em Biocombust\u00edveis (PPGBiocomb), uma associa\u00e7\u00e3o com a Universidade Federal dos Vales do Jequitinhonha e Mucuri (UFVJM), para investigar o papel da regulamenta\u00e7\u00e3o do biog\u00e1s nesse cen\u00e1rio. Orientada pelos professores Alexandre Walmott e Tatiana Squeff, sua tese prop\u00f5e um esbo\u00e7o de projeto de lei voltado \u00e0 estrutura\u00e7\u00e3o de uma pol\u00edtica nacional que ultrapasse os interesses econ\u00f4micos e promova tamb\u00e9m o bem-estar social.<br>&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Pesquisadora do Direito ou da Qu\u00edmica?<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">O Programa de P\u00f3s-Gradua\u00e7\u00e3o em Biocombust\u00edveis \u00e9 vinculado ao Instituto de Qu\u00edmica da UFU, e essa aproxima\u00e7\u00e3o com o Direito n\u00e3o foi imediata para Cunha. \u201cO qu\u00ea? Fazer um doutorado no curso de Qu\u00edmica? N\u00e3o vou dar conta disso n\u00e3o\u201d, ela brinca.&nbsp;A decis\u00e3o veio do incentivo de seu orientador, que apresentou o biog\u00e1s como objeto de estudo e abriu caminho para a articula\u00e7\u00e3o com o direito clim\u00e1tico.<br><br>\u201cO direito entra em qualquer \u00e1rea, porque ele tem a fun\u00e7\u00e3o de regular a sociedade\u201d, explica Cunha. Para o professor Walmott, esse di\u00e1logo interdisciplinar \u00e9 essencial para transforma\u00e7\u00f5es sociais. \u201cTodo esse conhecimento da natureza, do meio f\u00edsico, dos biocombust\u00edveis, ele precisa ser inserido numa pol\u00edtica, tem que ter regula\u00e7\u00e3o\u201d, afirma.<br>&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>O potencial do biog\u00e1s<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">O biog\u00e1s \u00e9 gerado a partir de res\u00edduos org\u00e2nicos, ou biomassa, que inclui lixo dom\u00e9stico, restos vegetais e dejetos animais. Cunha explica que o processo de gera\u00e7\u00e3o de energia ocorre por meio de uma digest\u00e3o anaer\u00f3bica realizada por bact\u00e9rias em ambientes fechados e controlados, conhecidos como biodigestores. \u201cEles conseguem recolher esses gases [liberados na digest\u00e3o anaer\u00f3bica] e direcion\u00e1-los na produ\u00e7\u00e3o do biog\u00e1s, sem isso chegar para a atmosfera\u201d, completa.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Walmott destaca o potencial dessa alternativa ao apontar a diversidade de aplica\u00e7\u00f5es. \u201cA gente pode usar biog\u00e1s para gerar energia el\u00e9trica, para a propuls\u00e3o de frota de caminh\u00f5es, \u00f4nibus e carros, no uso dom\u00e9stico tradicional e tamb\u00e9m no uso industrial\u201d, explica.<br>&nbsp;<\/p>\n\n\n\n<figure class=\"wp-block-image\"><img decoding=\"async\" src=\"https:\/\/comunica.ufu.br\/sites\/default\/files\/imagem\/2026-03\/79025895-ea41-46e7-aad2-7c6933feaa3d.jpeg\" alt=\"Grupo de alunos posa na frente da empresa Energ\u00e1s\"\/><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">Walmott e Cunha visitaram a empresa Energ\u00e1s, dedicada ao aproveitamento do biog\u00e1s gerado pelo Aterro Sanit\u00e1rio de Uberl\u00e2ndia, junto com os alunos do PPGBiocomb (Foto: Arquivo pessoal\/ Raquel Cunha)<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>A necessidade da regulamenta\u00e7\u00e3o<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A regulamenta\u00e7\u00e3o do biog\u00e1s no Brasil tem avan\u00e7ado, principalmente, por meio de iniciativas estaduais. A proposta que Cunha apresenta em sua tese busca estabelecer par\u00e2metros que conciliam desenvolvimento econ\u00f4mico e preserva\u00e7\u00e3o ambiental a n\u00edvel nacional. \u201cA gente precisa de algo que seja uniforme para o pa\u00eds inteiro\u201d, defende.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Uma pol\u00edtica padronizada tamb\u00e9m se mostra necess\u00e1ria ao considerar a dimens\u00e3o econ\u00f4mica. Segundo a pesquisadora, o fortalecimento do biog\u00e1s depende de investimento p\u00fablico e planejamento estruturado: \u201c\u00c9 algo caro, n\u00e3o \u00e9 barato\u201d. Cunha tamb\u00e9m alerta para a necessidade de limites legais na explora\u00e7\u00e3o econ\u00f4mica do biog\u00e1s. \u201cSe voc\u00ea n\u00e3o tiver uma lei que vai colocar limites no empres\u00e1rio, ele vai descobrir m\u00e9todos mais rent\u00e1veis, mas \u00e0s vezes mais prejudiciais ao meio ambiente\u201d, afirma.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><br><strong>Justi\u00e7a clim\u00e1tica<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">O conceito de justi\u00e7a clim\u00e1tica ocupa um lugar central na pesquisa, ao buscar equilibrar os impactos ambientais entre diferentes grupos sociais. Cunha observa que popula\u00e7\u00f5es mais vulner\u00e1veis s\u00e3o as mais afetadas por eventos extremos. \u201cO que \u00e9 engra\u00e7ado \u00e9 a gente perceber que nem no clima temos a justi\u00e7a\u201d, ironiza.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A proposta tamb\u00e9m inclui mecanismos de retorno econ\u00f4mico \u00e0 popula\u00e7\u00e3o, especialmente \u00e0quelas pessoas que contribuem com a produ\u00e7\u00e3o de biomassa, n\u00e3o se concentrando apenas no setor produtivo. \u201cA biomassa \u00e9 nossa, \u00e9 de cada cidad\u00e3o. Por que n\u00e3o ter um retorno para quem colabora?\u201d, questiona.<br><br>Al\u00e9m disso, um ponto de destaque no projeto de Cunha \u00e9 a educa\u00e7\u00e3o ambiental. A pesquisadora enfatiza que comportamentos not\u00e1veis, como a separa\u00e7\u00e3o de res\u00edduos recicl\u00e1veis, evidenciam que a popula\u00e7\u00e3o pode se adaptar a novas pr\u00e1ticas. \u201c\u00c9 tudo uma quest\u00e3o de educa\u00e7\u00e3o, de conhecimento\u201d, aponta.<br>&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Barreiras e o futuro da pesquisa<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Cunha destaca que os interesses econ\u00f4micos ligados aos combust\u00edveis f\u00f3sseis geram resist\u00eancia para a transi\u00e7\u00e3o energ\u00e9tica. \u201cQuem lucra com o petr\u00f3leo, lucra muito. Ent\u00e3o n\u00e3o \u00e9 interessante desenvolver algo que ainda vai demorar para dar retorno\u201d, exemplifica.<br><br>No contexto brasileiro, esse processo ainda exige muito debate. Walmott aponta que, apesar de haver v\u00e1rios projetos na \u00e1rea de biocombust\u00edveis, o pa\u00eds se destaca como um grande produtor de combust\u00edveis f\u00f3sseis. \u201cTalvez a gente possa pensar justamente em utilizar uma parte desses recursos que vem dos combust\u00edveis f\u00f3sseis para desenvolver essa infraestrutura necess\u00e1ria para os biocombust\u00edveis\u201d, completa.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A tese de Cunha destaca a necessidade de uma vis\u00e3o mais ampla sobre o papel social da energia, n\u00e3o se limitando ao \u00e2mbito econ\u00f4mico. \u201cO objetivo do trabalho dela \u00e9 mostrar para a sociedade que \u00e9 poss\u00edvel estimular o uso do biog\u00e1s como um combust\u00edvel abundante e ambientalmente
